David Garman, of Virginia, to be Under Secretary of Energy, vice Robert Gordon Card, resigned.

Christopher R. Hill, of Rhode Island, to be an Assistant Secretary of State (East Asian and Pacific Affairs), vice James Andrew Kelly, resigned.
