Text of a Letter from the President to the House and Senate Committees on the Judiciary, and the Committees on Armed Services, the House Permanent Select Committee on Intelligence, the Committee on International Relations, the Committee on Ways and Means, the Select Committee on Homeland Security, and the Senate Select Committee on Intelligence, the Committee on Foreign Relations, and the Committee on Finance

I transmit herewith my designation of the following eight foreign persons and two foreign entities as appropriate for sanctions under section 804(b) of the Foreign Narcotics Kingpin Designation Act, 21 U.S.C. 1901-1908, and report my direction of sanctions against them under that Act:
