STATEMENT BY THE PRESS SECRETARY

On Thursday, April 1, 2004, the President signed into law:

H.R. 1997, the "Unborn Victim of Violence Act of 2004" (Laci and Conner's Law) which makes it a separate Federal offense to cause death or bodily injury to an unborn child during the commission of certain Federal crimes;

H.R. 3724, the "Energy Efficient Housing Technical Correction Act" which permits certain multifamily housing projects of six or more units to qualify for the higher maximum mortgage limits that apply to FHA-insured mortgages that finance energy conservation measures; and

S. 1881, the "Medical Devices Technical Corrections Act" which makes clarifications, technical corrections, and minor changes to the Medical Devices User Fee and Modernization Act of 2002.
