KEY POINTS

  • The United Nations Security Council found Iraq in continuing material breach of its obligations and made clear this was Iraq's final opportunity to disarm. We are very far from that point today.

  • Time is running out on Iraq's chance to disarm peacefully. Immediate action is required by Iraq or those who seek to uphold UN mandates will be forced to act.

  • The declaration by Iraq of four additional chemical weapons warheads, after UN inspectors discovered 12 warheads in excellent condition last week, should not be mistaken for a genuine effort to disarm.

  • Inspectors found that Iraq has failed to account for nearly 30,000 shells for chemical agents. Bringing forward four is hardly evidence of a good faith effort. It is further evidence that Iraq continues to posses proscribed materials.

  • The President continues to work and consult with our allies. The use of military force is America's last option. Yet if force becomes necessary to secure our country and to keep the peace, America will act deliberately, America will act decisively, and America will prevail.
