KEY POINTS
The United Nations Security Council found Iraq in continuing
material breach of its obligations and made clear this was Iraq's final
opportunity to disarm. We are very far from that point today.
This is not a game of hide-and-seek. The aim of weapons
inspections is to verify Iraq's efforts to disarm. The Iraqi regime is
required to give total cooperation and an honest declaration of what
weapons they possess.
Weapons inspectors discovered 12 chemical warheads, and Iraq
belatedly handed over another 4, but it raises a basic question: Where
are the nearly 30,000 other warheads? The UN estimates Saddam had that
many, but has never accounted for them.
The President continues to work and consult with our allies.
The use of military force is America's last option. Yet if force
becomes necessary to secure our country and to keep the peace, America
will act deliberately and decisively, and America will prevail.
