Personnel Announcement

March 3, 2003

President George W. Bush today announced his intention to nominate two individuals and appoint one individual to serve in his administration:

The President intends to nominate Diane M. Stuart of Utah, to be Director of the Office on Violence Against Women at the Department of Justice. She currently serves as the Acting Director of this office. Prior to her appointment, Ms. Stuart was the State Coordinator for the Utah Domestic Violence Cabinet Council. She received her bachelor's degree from the University of Pittsburgh and her master's degree from Utah State University.

The President intends to nominate C. Stewart Verdery, Jr. of Virginia, to be Assistant Secretary of Homeland Security (Border and Transportation Security Policy). Mr. Verdery is currently the Senior Legislative Counsel at Vivendi Universal Entertainment. Previously, he served as General Counsel for the U.S. Senate Assistant Republican Leader, Don Nickles. Earlier in his career, he served as Counsel for the Senate Committees on the Judiciary and on Rules and Administration. Mr. Verdery is a graduate of Williams College and earned his law degree from the University of Virginia School of Law.

The President intends to appoint Bruce Marshall Carnes of Virginia, to be the Chief Financial Officer (CFO) for the Department of Homeland Security. He currently serves as CFO at the Department of Energy. Previously, Dr. Carnes served at the Department of Defense, as Deputy Director of the Defense Finance & Accounting Service. Earlier in his career, he was the Director of the Office of Planning, Budget and Administration at the Office of National Drug Control Policy. He also served as Deputy Under Secretary of Education for Planning, Budget and Evaluation. Dr. Carnes is a graduate of the University of Colorado and earned his master's degree and Ph.D. from Indiana University.
