Statement by the Press Secretary

On Monday, December 2, 2002, the President signed into law:

H.R. 2621, which makes it a Federal crime to intentionally place any writing in a consumer product or its container without the consent of the manufacturer, retailer, or distributor.

H.R. 3758, a private relief bill for So Hyun Jun.

H.R. 3988, which permits current active duty members of the Armed Forces to be eligible for membership in the American Legion.

H.R. 4727, which reauthorizes and makes changes to the National Dam Safety Program.

H.R. 5590, which provides that State domestic protective orders will be enforced on military bases.

H.R. 5708, which reduces the existing pay-as-you-go (PAYGO) scorecard balances for legislation enacted prior to October 1, 2002, to zero for fiscal years 2002-2006.

H.R. 5716, which extends current law provisions prohibiting group health plans and insurance issuers from imposing certain limits on mental health coverage.

H.J. Res. 117, which approves the locating of a memorial to President John Adams in the Monumental Core of the District of Columbia; and

S. 3156, the "Paul and Sheila Wellstone Center for Community Building Act," which directs the Department of Housing and Urban Development to award a grant to Neighborhood House in St. Paul, Minnesota, for the construction of the "Paul and Sheila Wellstone Center for Community Building."
