President Signs Recess Appointment of William Cowen
President Bush Signed the Appointment of Cowen to be a Member of the National Labor Relations Board
President George W. Bush today signed the recess appointment of William B. Cowen to be a Member of the National Labor Relations Board.
Cowen is currently Principal Attorney for Institutional Labor Advisors, LLC, a company he founded in 1997. He previously was a founding member of Cowen and Associates, where he worked from 1996 to 1998, following four years with Coleman, Coxson, Penello, Fogleman & Cowen, P.C. From 1985 to 1992, Cowen was with Thompson and Hudson. From September 1979 to August 1985, Cowen served in various capacities at the National Labor Relations Board in various positions, including Counsel to Board Member Howard Jenkins, Jr., and as a field attorney in Cleveland, Ohio. Cowen has a BA from Case Western Reserve University and a JD from Cleveland State University.
