Nomination and Appointment
President Bush to Nominate One Individual and Appoint One Individual to Serve in His Administration

President George W. Bush today announced his intention to nominate one individual and his intention to appoint one individual to serve in his administration.

The President intends to nominate David O'Brien Martin to be a Commissioner of the International Joint Commission for the United States and Canada.  Martin represented the 26th District of New York in the U.S. Congress for six terms from 1981 to 1993.  He served on the Committee on Armed Services, the Interior Committee and the House Select Committee on Intelligence.  Martin is currently the President of Martin, Fisher and Associates in Washington, D.C., and was with the National Soft Drink Association from 1994 to 2000, first as the Vice President of state and local affairs and then as President and CEO of InterBev, Limited.  Martin was a member of the New York State Assembly from 1977 to 1981, and the St. Lawrence County Legislature from 1974 to 1977.  A former member of the U.S. Marine Corps, he is a graduate of the University of Notre Dame and Albany Law School.

The President intends to appoint Robert George Hayes to be a Commissioner of the International Commission for the Conservation of Atlantic Tunas as the Sport Fishing Representative.  Hayes is a Partner with Ball Janik in Washington, D.C. where his practice focuses on international trade, energy and natural resources.  He served at the National Marine Fisheries Service from 1979 to 1984, as Deputy Assistant Counsel for Fisheries and Deputy Director and then Director of the Office of Industry Services.  From 1976 to 1979, he served at the National Oceanic and Atmospheric Administration as a Staff Attorney and as Southeast Regional Counsel.  Hayes is a graduate of Boston University and Catholic University Law School.
