President Bush and Prime Minister Tony Blair attend the opening session of a NATO summit in Rome May 28. The President discussed the formation of a council relationship between Russia and NATO. "The NATO-Russia Council offers Russia a path toward forming an alliance with the alliance," said President Bush. "It offers all our nations a way to strengthen our common security, and it offers the world a prospect of a more hopeful century."
