The Federal Retirement Thrift Saving Board Chooses a Single Agency for Two OMB Lines of Business

Interior's National Business Center will provide HR and FM Shared Services

Washington, D.C. - The Department of the Interior’s National Business Center (NBC) announced today that it has been selected by the Federal Retirement Thrift Investment Board (FRTIB) to provide both Financial Management and Human Resources shared services. The NBC is the only Federal agency that has been approved by the Office of Management and Budget (OMB) to operate as both Financial Management and Human Resources Centers of Excellence (COE). The Interior’s Centers have a proven track record of providing outstanding service through a commitment to quality, security, and internal control, ensuring its customers that NBC’s systems and services meet the highest standards.

The NBC’s Financial Management line of business (FM LOB) provides a full range of financial accounting services, as well as financial and business management systems support. The NBC distinguishes itself by offering a choice of financial management ERP’s including both Oracle Federal Financials and CGI Momentum, and is preparing for future support of SAP’s financial system. Support for project management, systems migration, systems implementation, change management, training, help desk support, routine systems operations and maintenance activities, financial statement preparation, debt management, and general ledger financial transactions services are just a few of the options available to customers. NBC has formed strategic partnerships with ERP product vendors and integrators to provide both Federal and commercial resources to its systems implementation and maintenance services. Combined, the NBC offers value-added products and services for a complete financial management solution.

The FRTIB will take advantage of NBC’s improved shared services Oracle financial accounting system business model which provides the opportunity for Federal agencies to implement an ERP shared application at an affordable price. The NBC will also process collections, provide vendor and travel voucher payment processing, and generate the SF-224 Treasury statement of transactions for FRTIB.

The FRTIB is also a current customer of NBC’s Human Resources Operational Support Services. Additionally, the FRTIB has decided to transition to NBC’s Federal Personnel Payroll System (FPPS) along with the NBC’s web based time and attendance system, Quicktime. The NBC offers a wide range of human resources (HR) operations support services in addition to its widely used personnel/payroll system under its Human Resources line of business.

Implementation of the FRTIB’s financial management support is scheduled to coincide with the transition to FPPS, both scheduled for mid-summer of 2006.
