Acting Assistant Secretary, Bureau of International Security and Nonproliferation

From June of 2004 through mid-September of 2005, Mr. Record served as the Principal Deputy Assistant Secretary for Arms Control Policy in the Bureau of Arms Control of the Department of State. He helped to develop policy in the areas of conventional and nuclear forces, regional security cooperation and conflict prevention, and missile defense. Following the merger of the Arms Control and Nonproliferation Bureaus, he was named as the Acting Principal Deputy Assistant Secretary for Counterproliferation in the Bureau of International Security and Nonproliferation (ISN) with direct responsibility for the offices of Counterproliferation Initiatives, Regional Affairs, Weapons of Mass Destruction and Terrorism, and Strategic Planning and Outreach. He currently serves as the Acting Assistant Secretary for the ISN Bureau. Prior to his work at the Department of State (1990-2004) he was a senior professional staff member on the House International Relations Committee dealing with international organizations on trade and security related issues. From 1988-1990 he served as Deputy Vice President for Congressional and External Affairs, Export-Import Bank of the U.S.; 1983-1988 he was assigned as Minority Staff Counsel, International Development Subcommittee, House Banking Committee; from 1977-1983 as Staff Consultant, Arms Control and Foreign Policy Caucus; and from 1975-1977 worked as Researcher at the Worldwatch Institute. His responsibilities included research and writing assignments on a variety of environmental, agricultural, and health issues and as co-author of The Two Faces of Malnutrition. In 1975 he worked as a Research Assistant at the World Bank staff. Mr. Record holds an M.A. from John Hopkins, School of Advanced International Studies, Washington, D.C. (1975) and a B.A. from Harvard College, Cambridge, MA (1972). Mr. Record is married to Elizabeth Shaw Record and has three children.
