Marcus Peacock -- Environmental Protection Agency
Deputy Administrator of the EPA

Marcus C. Peacock is the Deputy Administrator of the U.S. Environmental Protection Agency. The EPA implements and enforces the nation’s federal environmental laws and regulations; the Agency has over 18,000 employees nationwide and an annual budget of $8.6 billion. He was sworn in August 8, 2005. Mr. Peacock served as the Associate Director for Natural Resources, Energy, and Science at the Office of Management and Budget from January 2001 to August 2005. In this position, he and his staff were responsible for reviewing the budget and policies of the natural resources, energy, and science agencies of the federal government. In addition, he served as the government-wide lead for the Budget and Performance Integration initiative of the President’s Management Agenda, and supervised the creation and implementation of a method, the Program Assessment Rating Tool or PART, for rating the effectiveness of federal programs. The PART won Harvard University’s prestigious Innovations in American Government Award in 2005. From January 1999 to January 2001, Mr. Peacock was the Subcommittee staff director for the Oversight and Emergency Response Subcommittee of the House Committee on Transportation and Infrastructure. In this position, he directed subcommittee staff conducting oversight and assisting Members of Congress in drafting and considering legislation. Mr. Peacock served as a Subcommittee staff member for the Water Resources and the Environment Subcommittee of the House Committee on Transportation and Infrastructure from January 1995 to December 1998. There, he supported Members of the Subcommittee and Committee by drafting legislation and providing policy analysis and briefings. Prior to his service on Capitol Hill, Mr. Peacock was a Program Manager at the consulting firm of Jellinek, Schwartz & Connolly, where he helped manage the firm’s environmental policy analysis and compliance section from June 1990 to January 1995. From June 1986 to June 1990, he held a number of positions at the U.S. Office of Management and Budget, Office of Information and Regulatory Affairs, including Deputy Chief of the Natural Resources Branch . Mr. Peacock served as a line supervisor and an industrial engineer for the printing company R.R. Donnelley & Sons in Los Angeles, California, from June 1982 to June 1984. Mr. Peacock holds a Bachelor of Science degree in industrial and systems engineering from the University of Southern California, and a Master of Public Policy degree from Harvard University. He is a senior member of the Institute of Industrial Engineers, a member of the American Association for the Advancement of Science, and a Registered Professional Engineer in the District of Columbia.
