Assistant Secretary for Infrastructure Protection
The Honorable Robert “Bob” Stephan was appointed to serve as the Assistant Secretary for Infrastructure Protection, Preparedness Directorate, United States Department of Homeland Security, in April 2005. In this capacity, he leads the coordinated national effort to reduce the risk to America’s critical infrastructure and key resources posed by manmade and natural threats, while increasing the Nation’s preparedness and ability to protect critical infrastructure. Stephan was the driving force behind the 2006 National Infrastructure Protection Plan, which provides a coordinated approach to establish National priorities, goals, and requirements for critical infrastructure and key resources protection so that Federal funding and resources are applied in the most effective manner to reduce vulnerability, deter threats, and minimize the consequences of attacks and other incidents.
Assistant Secretary Stephan previously served as Special Assistant to the Secretary of Homeland Security and Director of the Secretary’s Operational Integration Staff. He led a wide range of innovative activities including headquarters-level strategic and operational planning, core mission integration, domestic incident management, training, and exercises. He also directed the Interagency Incident Management Group, integrating the then newly established Department of Homeland Security with other interagency capabilities to respond to threats and incidents.
Assistant Secretary Stephan served as Senior Director for Critical Infrastructure Protection in the Executive Office of the President before establishment of the Department of Homeland Security. During his tenure in the Executive Office, his duties included developing and coordinating interagency policy and strategic initiatives to protect the United States against terrorist attack. He spearheaded crucial emergency projects including crafting America’s new airspace plan after the September 11, 2001 terrorist attacks.
Assistant Secretary Stephan retired as a Colonel from the United States Air Force in 2003 after serving with distinction during his 27-year military career, including 24-years as a commissioned officer. He held a variety of distinctive operational and command positions, including service as a noted innovator and leader in the Joint Special Operations community. Stephan helped to create the premiere American Combat Controller capability that set the conditions so Coalition forces could achieve victory in several crucial operations, with minimal losses. He also served in Operation Desert Storm as a battlestaff planner and mission commander, leading Joint Special Operations Task Force strategic interdiction operations in Iraq. As a commander of two Air Force Special Tactics Squadrons, Stephan led and trained elite Special Forces for operations in Somalia, Haiti, Bosnia, Croatia, Liberia, Colombia, and Kosovo.
Assistant Secretary Stephan is a 1979 distinguished graduate of the USAF Academy with a Bachelors of Science in Political Science. He is an Olmsted Scholar, and has earned Masters Degrees in International Relations from the University of Belgrano, Buenos Aires, Argentina, and The Johns Hopkins University. |
