Most recently, Kay Coles James was a Senior Fellow and Director of The Citizenship Project at the Heritage Foundation. From 1997 to 1999, she was Chairman of the National Gambling Impact Study Commission. In 1994, she was appointed by then-Governor George Allen of Virginia to be the Secretary of Health and Human Services and Chairman of the Governor's Empowerment Commission. She served as Assistant Secretary of Public Affairs at the U.S. Department of Health and Human Services from 1989 to 1990 and is a graduate of Hampton University. |
