Philip Hogen -- Department of the Interior
Chairman of the National Indian Gaming Commission

Prior to his appointment as Chair of NIGC, Hogen served as the Associate Solicitor for the Division of Indian Affairs at the Department of the Interior. There Mr. Hogen oversaw legal maters pertaining to the Bureau of Indian Affairs and Department of the Interior’s fulfillment of its government-to-government relationship with Indian Tribes, and its trust responsibilities to Indians and Indian Tribes. Mr. Hogen came to the Department of the Interior in 2001 from the private practice of Indian law in Rapid City, SD, where he was affiliated with the national law firm of Holland & Knight LLP. Before commencing that practice Mr. Hogen served as an Associate Member and the Vice Chairman of NIGC (1995-1999). In 1992 Mr. Hogen became the first director of the Interior Department’s Office of American Indian Trust. Prior to having been named to that post, Mr. Hogen was the United States Attorney for the District of South Dakota, serving in that position from 1981 through 1991. While serving as U.S. Attorney, Mr. Hogen served as the Chairman of the Department of Justice’s Indian Affairs Subcommittee of the Attorney General’s Advisory Committee. Mr. Hogen is a member of the Oglala Sioux Tribe of the Pine Ridge Indian Reservation in South Dakota. He earned his law degree at the University of South Dakota (1970), and his undergraduate degree at Augustana College in Sioux Falls, SD (1967).
