Chief of Staff of the Department of Justice

John C. Richter is Chief of Staff for the Criminal Division. Having worked in private practice and all three branches of the United States Government, John brings a broad range of experience to the Division. John is a graduate of Emory University and the University of Virginia School of Law. Between college and law school, John worked in Washington, D.C., for Senator Mack Mattingly of Georgia. Following law school, he clerked for Judge J. Owen Forrester of the United States District Court for the Northern District of Georgia. John then practiced for a number of years in Atlanta, specializing in securities fraud and civil RICO defense. In 1998, John left the firm to become an Assistant District Attorney in Cobb County, Georgia, where he prosecuted a full range of state felony cases, from narcotics possession and theft to armed robbery and murder. John thereafter joined the United States Attorney’s Office in Atlanta, where, as a member of the Criminal Division, he prosecuted armed robbery, firearms, narcotics, and police corruption cases. In late 2001, John moved to the United States Attorney’s Office in Oklahoma City, Oklahoma, where he worked in both the Violent Crimes and Economic Crimes Sections. While in Oklahoma, John prosecuted a number of prominent cases, including the successful prosecution an associate of Zacarias Moussaoui on firearms charges and the successful prosecution of four individuals on civil rights charges arising out of the throwing of a burning cross into the yard of an African-American family. John also worked extensively as the lead prosecutor on a number of terrorism, public corruption and fraud investigations. Most recently, John completed a detail to the Office of Intelligence Policy and Review in the Department of Justice, drafting and presenting applications for Court-authorized electronic surveillance and physical searches in international terrorism-foreign counterintelligence investigations.
