Previously, Allan Rutter was Transportation Policy Director in the Texas Governor's Office. From 1990 to 1995, he was Deputy Executive Director of the Texas High-Speed Rail Authority. He served under Texas Governors Mark White and William Clements as a Senior Budget Analyst from 1985 to 1990. Allan is a graduate of the University of Texas and received a Master's of Public Affairs from the LBJ School at the University of Texas. |
