Paul Conway most recently served as Deputy Director of the Citizen Project at the Heritage Foundation. He has served OPM Director James in several previous capacities, first under President George H.W. Bush in the Office of National Drug Control Policy, then as Deputy Secretary for Administration at the Health and Human Resources secretariat under Virginia Governor George Allen when James served as Secretary. His first experience as a public servant was as an appointee under President Reagan at the U.S. Department of Education. He is a graduate of the University of Maine. |
