Chief Human Capital Officer

The President of the United States appointed Marta Brito Pérez to be the Chief Human Capital Officer of the Department of Homeland Security (DHS) on August 15, 2006. In this role, Ms. Pérez is responsible for all aspects of managing Homeland Security’s human resources including the development, education and training of over 180,000 DHS employees Previously, as associate director for Human Capital Leadership and Merit System Accountability (HCLMSA) at the U. S. Office of Personnel Management (OPM), Ms. Pérez led the government-wide effort to transform human capital management so that agencies are held accountable for managing their workforce effectively and efficiently to achieve mission results. Ms. Perez developed the unified standards for Strategic Human Capital Management in the Federal Government, and all major agencies continue to achieve measurable results against the standards. Before joining OPM, Ms. Pérez served as Director of the Office of Human Resources for the Montgomery County, Maryland Government. In that position, she oversaw all aspects of human resources management for more than 10,000 employees including the Learning and Development Program. She established the first ever Leadership Institute in partnership with The Johns Hopkins University, designed to create a cadre of senior leaders united behind a shared vision and shared values. Prior to her appointment in Montgomery County, Ms. Pérez served 17 years with the International Association of Chiefs of Police (IACP) where she managed the delivery of IACP tactical and management training programs. Ms. Perez directed numerous international and domestic training projects and provided technical assistance on a wide range of law enforcement issues. Ms. Pérez has consistently delivered results at the top political levels of government, managing large and complex staffs, budgets and systems. She has a record of designing strategies and driving change to make organizations more competitive and results-oriented. Areas of expertise include cultural transformation and developing lasting business partnerships. She is an acknowledged, skilled labor negotiator with a record of accomplishments training domestic and international law enforcement professionals. She is a member of the IACP’s Education and Training Committee. Ms. Pérez has a M.S. degree in Organization Development and Human Resources from The Johns Hopkins University along with a B.A. in Criminology from the University of Maryland. She is an alumna of the Harvard University John F. Kennedy School of Government Program for Senior Executives in State and Local Government.
