From 1999 to 2001, Andy Card was General Motors' Vice President of Government Relations. From 1993 to 1998, Secretary Card was President and Chief Executive Officer of the American Automobile Manufacturers Association. He also served in the Reagan and Bush Administrations in a variety of capacities. Under the previous President Bush, he was the 11th U.S. Secretary of Transportation and Assistant to the President and Deputy Chief of Staff. His last position under President Reagan was Deputy Assistant to the President and Director of Intergovernmental Affairs. He served in the Massachusetts House of Representatives from 1975 to 1983. Secretary Card graduated from the University of South Carolina.
