Chief of Staff at the Department of State

Bill Smullen was a professional soldier for 30 years; he retired from the U.S. Army in 1993 as a Colonel. His last assignment on active duty was Special Assistant to the eleventh and twelfth Chairmen of the Joint Chiefs of Staff, Admiral William J. Crowe, Jr. and General Colin L. Powell respectively. Upon leaving active duty, Bill became the Executive Assistant to General Powell. Beginning in 1997 he also became the Chief of Staff for America's Promise--The Alliance for Youth, which General Powell chaired from May 1997 to January 2001. He is a graduate of the University of Maine and received a Master of Arts Degree in Public Relations from Syracuse University.
