From 1997 to 1999, he was a Professor in Residence at the U.S. Army Peacekeeping Institute, and from 1994 to 1997 he was Executive Director of the Congressional Hunger Center, the private sector successor to the former U.S. House Select Committee on Hunger. In 1991, he became the Director of the U.S. Office of Emergency Humanitarian Assistance for the New Independent States at the U.S. Agency for International Development. From 1986 to 1990, he was United Nations Assistant Secretary General and UN Deputy High Commissioner for Refugees, and from 1981 to 1986 he served as Deputy Assistant Secretary of State for the Bureau of Refugee Programs.
