He had previously served as Head of the Oil Industry Division at the International Energy Agency, the Director of the Office of Market Analysis in the Office of International Affairs at the Department of Energy, and as a Senior Economic Analyst at the Central Intelligence Agency. Guy earned both a bachelor's degree and Master's degree from the University of Connecticut and a Master's in Public Affairs from the JFK School of Government at Harvard University.
