Appointee Directory View:   Eileen O'Connor -- Department of Justice Assistant Attorney General for the Tax Division Eileen J. O’Connor is Assistant Attorney General for the Tax Division of the United States Department of Justice. President Bush nominated her for the position on May 24, 2001, and the Senate confirmed her appointment on July 20, 2001. As Assistant Attorney General for the Tax Division, Ms. O’Connor is a member of the President’s Corporate Fraud Task Force. During Ms. O’Connor’s tenure as Assistant Attorney General, the Tax Division has continued its vital role in the development of tax law and has made significant strides in tax enforcement. The Tax Division has sought and obtained judicial enforcement of administrative and John Doe summonses in furtherance of IRS examinations to determine liability for tax shelter promoter penalties and to identify tax shelter purchasers.Through its John Doe summons litigation in support of the IRS Offshore Credit Card initiative, the Tax Division has obtained, from credit card processors and merchants, information enabling the government to identify people who use offshore banks to hide their income and assets from the IRS. Under Ms. O’Connor’s leadership, the Tax Division has brought suit to enjoin more than a hundred tax scam promotions. In addition to obtaining court orders stopping the promotion of the scams, the Division typically seeks and obtains court orders directing the defendants to provide the government the names and addresses of their customers. Ms. O’Connor has represented the United States in oral argument before the United States Supreme Court and the United States Court of Appeals for the Fifth Circuit. Before her appointment to the Justice Department, Ms. O’Connor had worked in the tax field for nearly 30 years, including serving as a corporate tax law specialist in the National Office of the Internal Revenue Service and working for more than 20 years as a national tax consultant with major national accounting firms. She represented hundreds of clients before the IRS National Office and the Department of Treasury and assisted in the representation of hundreds more at the examination and appeals levels. At the time of her appointment, Ms. O’Connor was Distinguished Adjunct Professor at George Mason University Law School and previously had been an adjunct professor at Georgetown University Law School in its graduate tax law program. She has been a frequent speaker at business and professional conferences across the country. Ms. O’Connor received her undergraduate degree from Columbus State University and her law degree from Catholic University. A CPA and a lawyer, she has been active in the American Institute of Certified Public Accountants and is a member of the District of Columbia and Federal Bar Associations.
