Appointee Directory View:   William Kelley -- White House Deputy Assistant to the President and Deputy Counsel President George W. Bush announced on March 23, 2005 that he named William K. Kelley as Deputy Assistant to the President and Deputy Counsel. Mr. Kelley will fill the position formerly held by David Leitch. Mr. Kelley served on the faculty of the Notre Dame Law School, where he taught constitutional law and administrative law. His prior government service has included working as an Assistant to the Solicitor General in the U.S. Department of Justice, and as law clerk – first to the Hon. Kenneth W. Starr of the U.S. Court of the Appeals for the D.C. Circuit, and then to Chief Justice Warren E. Burger and Associate Justice Antonin Scalia of the Supreme Court of the United States. Mr. Kelley also practiced civil trial and appellate litigation with two major law firms. Mr. Kelley received his bachelor’s degree from Marquette University in 1984. In 1987, Mr. Kelley graduated from Harvard Law School, where he was Supreme Court editor of the Harvard Law Review. 202-456-2632
