Prior to this appointment, Ms. MacFarlane served as the Director of Public Affairs at the Federal Trade Commission.
During her three-year tenure at the Federal Trade Commission, Ms. MacFarlane spearheaded the launch and promotion of the National Do Not Call Registry-a federal initiative that provides consumers the choice to reduce their telemarketing calls. In its first nine months, the Registry had a Harris Poll recognition rate of 91 percent and had registered over 50 million residential and cellular phone numbers.
Well-versed in Washington's complex legal and government affairs realm, Ms. MacFarlane has served in numerous executive positions in the private sector. As Executive Vice President of the Direct Impact Company, Ms. MacFarlane directed marketing outreach for the nation's largest grassroots and third party advocacy firm. Preceding her work with Direct Impact, Ms. MacFarlane founded Marcom 21, a marketing and communications company which designed and implemented tailored public relations programs for major law firms, corporations and not-for-profits.
Earlier in her career, Ms. MacFarlane served as Vice President of Devillier Communications, where she established the law firm marketing practice; as an Associate with Cassidy & Associates, crafting and implementing marketing and government relations strategies; and as Director of Business Development for the Dallas and Washington offices of Jones Day, one of the nation's largest law firms, where she created individual business development strategies for all practice groups.
During 1987 and 1988, Ms. MacFarlane served as a visiting scholar at the East China Institute of Politics and Law in Shanghai, China, where she developed and taught graduate level courses designed to convey the concepts of the United States criminal justice system.
Ms. MacFarlane began her career in 1980 with the Federal Bureau of Investigation as a counter-intelligence specialist, focusing on the Soviet bloc nations. Following the FBI, Ms. MacFarlane served in the Reagan Administration at the Department of Justice's National Institute of Justice where she was responsible for developing and implementing the strategic communication plan.
Ms. MacFarlane received her Bachelors of Art degree from Manhattanville College in Purchase, New York and her Masters of Art degree from Georgetown University, Washington, D.C.
