Assistant Secretary of Legislation

Before becoming the Acting Assistant Secretary on July 23, 2003, Ms. Young served as the Deputy Assistant Secretary for Health Legislation. Having worked as Committee staff in both the Senate and the House of Representatives, Ms. Young has extensive health policy background and experience. Ms. Young was primarily responsible for Medicare issues before the House Ways and Means Committee under Chairman Bill Thomas. Before moving to the House, she handled Medicaid and the State Children's Health Insurance issues for the Senate Finance Committee under Chairman Bill Roth. Immediately prior to joining the Administration, Ms. Young served as the Executive Director for Public Programs for the American Association of Health Plans (AAHP). In addition to her experience with health issues at the federal level, Ms. Young also worked on health policy from the state perspective, serving as the Director of Health Legislation for the National Governors' Association and staffing then-Governor of Ohio George Voinovich on Medicaid and other health programs. Additionally, Ms. Young oversaw the implementation of Ohio's Medicaid waiver program in 1995. Ms. Young is a native of Bellevue, Ohio. She and her husband, J.T. Young, now reside in Alexandria, Virginia.
