Michael J. O'Grady -- Department of Health and Human Services
Assistant Secretary of Planning and Evaluation

Prior to his appointment Dr. O’Grady most recently served as the Senior Health Economist on the majority staff of the Joint Economic Committee of the U.S. Congress. At the Committee, his work focused primarily on Medicare reform, the uninsured and other national health issues. Prior to joining the Joint Economic Committee, Dr. O’Grady was a Senior Research Director at Project Hope's Center for Health Affairs, where his work focused on Medicare reform issues. Dr. O’Grady also served as a health analyst with the Senate Finance Committee's majority staff under Chairman Bill Roth (R-DE). His work at Finance dealt with Medicare issues, including the implications of moving to a more market-based approach to Medicare, prescription drug proposals, the Medicare Choice program and Medicare's long-term solvency and financial viability. Before joining the staff of the Senate Finance Committee, he was a senior analyst with the Bipartisan Commission on the Future of Medicare (Breaux/Thomas). He has also worked at the Medicare Payment Advisory Commission (MedPAC), the Physician Payment Review Commission (PPRC), The Congressional Research Service (CRS) of the Library of Congress and the Office for Civil Rights in both the Department of Health Education and Welfare and the Department of Education. He holds a doctorate in Political Science from the University of Rochester.
