Chief of Staff and Senior Advisor to the Director

Prior to joining the U.S. Trade and Development Agency, Mr. Kress served as counsel to former Commissioner Thelma J. Askey at the U.S. International Trade Commission. Previously, he was an attorney with McDermott, Will & Emery and served in legislative positions in the offices of U.S. Senator John Seymour and Congressman Charles Pashayan, Jr. Mr. Kress is a graduate of the University of California, Berkeley and received his law degree from UCLA. He also received a master’s degree in German law from the University of Hamburg, Germany
