Chief Financial Officer of the Department of Homeland Security

President Bush appointed Bruce Marshall Carnes to be the Chief Financial Officer (CFO) for the Department of Homeland Security. He currently serves as CFO at the Department of Energy. Mr. Carnes entered federal service in 1976. Initially, he served as a program analyst for the Office of Postsecondary Education in the U.S. Office of Education, Washington, D.C., but was soon appointed a program specialist for graduate training, responsible for administration of graduate fellowship and legal training programs. Mr. Carnes has a B.A. from the University of Colorado and an M.A. and Ph.D. from Indiana University. Prior to joining the government, Mr. Carnes was an assistant professor of English at James Madison University in Harrisonburg, VA. He and his wife live in Springfield, VA.
