Appointee Directory View:   Carolyn Peoples -- Department of Housing and Urban Development Assistant Secretary of Housing and Urban Development for Fair Housing and Equal Opportunity Carolyn Peoples was sworn in on November 12, 2002 as Assistant Secretary of the Office Fair Housing and Equal Opportunity by Secretary of Housing and Urban Development, Mel Martinez. A native of Maryland with 25 years experience in government-sponsored housing, Ms. Peoples possesses vast knowledge and experience in fair housing issues and is committed to ensuring equal access to housing for all. Prior to her appointment, Ms. Peoples was founder and chief executive officer of Jeremiah Housing Services, Inc., a faith-based, nonprofit organization providing housing placement services to seniors seeking affordable housing from 1999-2001. Before this, she served in various leadership positions for Catholic Charities: From 1990-1999, director of operations for the housing division; from 1980-1990, property manager for the aging division; from 1985-1990, administrator of housing aging division; from 1980-1985, program administrator for the aging division. Peoples’ first professional experience in housing came as manager of St. Andrews House in Baltimore from 1977-1980, sponsored by the Presbytery of Baltimore. Peoples received a bachelor of science degree in finance and a master in business administration degree from the University of Baltimore in 1982 and 1984 respectively.
