Assistant Secretary of State for Public Affairs

From 1999 to 2000, Richard Boucher served as the U.S. Senior Official for the Asia-Pacific Economic Cooperation forum. From 1996 to 1999, he headed the U.S. Consulate General in Hong Kong as Consul General and from 1993 to 1996 he served as U.S. Ambassador to Cyprus. From 1992 to 1993, he served as the State Department's spokesman, after serving as Deputy Press Spokesman from 1989 until 1992. He is a graduate of Tufts University.
