Chief of Staff of the Environmental Protection Agency

From 2001 to 2002, Thomas Gibson served at EPA as Associate Administrator for Policy, Economics and Innovation and as Counselor to the Administrator. Prior to joining the administration, Thomas served for six years as Majority Deputy Staff Director and Counsel for the U.S. Senate Committee on Environment and Public Works. From 1993 to 1995, he was a senior associate at Don Clay and Associates, a Washington-based environmental policy firm. Thomas served in the previous Bush Administration, in EPA’s Office of Congressional and Legislative Affairs. He was employed as an engineer and program manager with the Raytheon Company from 1985 through 1990 and served as a surface warfare officer in the U.S. Navy from 1979 through 1985. Thomas graduated from the United States Naval Academy. He also received a Master’s of Marine Affairs from the University of Rhode Island and a J.D. from Georgetown University.
