Prior to his current appointment, John Marshall was a principal with IBM Consulting. From 1995 to 1997, he was Senior Advisor to the Chairman of the U.S. Senate Committee on Governmental Affairs. From 1988 to 1990, he served as Chief Executive Officer for the Federal Crop Insurance Corporation, and from 1986 to 1988 he was Deputy Administrator for Management, Agricultural Stabilization and Conservation Service in the Department of Agriculture. John was a member of the Financial Management Staff at the Office of Management and Budget from 1984 to 1986, and he served as Special Assistant to the Deputy Under Secretary for Management at the Department of Education from 1982 to 1984. He received both his undergraduate and business degrees from the University of Virginia.
