Ronald James -- Department of Defense Assistant Secretary for Manpower and Reserve Affairs Mr. Ronald J. James, the Assistant Secretary of the Army (Manpower & Reserve Affairs), is responsible for the supervision of the manpower, personnel and reserve component affairs for the Department of Army. In this position, he serves as the Army's principal responsible for policy and performance oversight for human resources (civilian and military), equal opportunity, equal employment opportunity, training, readiness, mobilization, military health affairs, force structure, manpower management and other critical matters as part of the Army leadership. On July 21, 2006, President George W. Bush nominated Ronald J. James as Assistant Secretary of the Army (Manpower & Reserve Affairs) and he was confirmed by the U.S. Senate on September 29, 2006. Prior to this appointment, Mr. James served as a Senior Advisor to the Secretary of Homeland Security on personnel and employee relations for over 180,000 employees. In his previous position as Chief Human Capital Officer (CHCO), he was responsible for the design and implementation of the new mission focused MAXHR personnel system mandated by the Homeland Security, and he partnered with the DHS CIO and managed the reduction of nine payroll systems to two with the ultimate goal of one. Prior to his appointment at the Department of Homeland Security, Mr. James was a partner at the international law firm of Squire Sanders and Dempsey in Cleveland, Ohio where he specialized in regulatory, labor and employment matters. He was appointed by former President Ford and confirmed by the U.S. Senate to the position of Administrator of the Wage and Hour Division, Department of Labor, where he managed the enforcement activities, procedures and standards of 300 offices nationwide. Mr. James attended the University of Missouri in Columbia, Missouri. He received a Bachelor of Arts degree in Political Science and received a Master of Arts in Economics and Political Science from Southern Illinois University in the Washington, DC extension. Mr. James also attended the American University Law School in Washington, DC where he earned a Juris Doctor degree. Mr. James served on active duty in the United States Army as an officer in the 101st Airborne Division Artillery.
