Assistant Secretary, Financial Management

John H. Gibson II is the Assistant Secretary of the Air Force for Financial Management and Comptroller, Washington, D.C. He is principally responsible for exercising the comptroller functions of the Department of the Air Force, which include financial management activities and operations as well as advising the Secretary of the Air Force on financial management. With nearly 700,000 military and civilian personnel and a budget of more than $124 billion, Mr. Gibson serves as the Air Force's Chief Financial Officer responsible for providing the financial management and analytical services necessary for the effective and efficient use of Air Force resources. Early in his career, Mr. Gibson served as the Executive Vice President/Chief Operating Officer/Chief Financial Officer of Westgate Fabrics, Inc., responsible for financial and operational performance, financial and strategic planning, as well as mergers and acquisitions. He later served as the Vice President, Chief Operating Officer and Chief Financial Officer of Galbraith Electric Company where he had responsibility for daily operations, financial performance, and strategic and financial planning. He directed the company through a transitional phase as it was acquired, and remained with the consolidated organization, assisting with acquisition strategies and operations. Mr. Gibson has also been Managing Director of DK Consulting Group, LLC, responsible for leading various engagements including workouts/turnarounds in the distressed environment; as well as strategic, financial, and operating engagements including mergers and acquisitions to a national client market. Industries included banking, construction, distribution, wholesale, retail and health care. Mr. Gibson entered public service in February 2006 as the Deputy Under Secretary of Defense for Management Reform. In this role he identified, evaluated, prioritized and pursued defense-wide opportunities for management improvement, particularly those with an impact on Department of Defense resources. Additionally, he proposed and assisted others in developing, executing and monitoring improvement action plans to address these opportunities including the development of policies, standards and procedures to support success. Functional areas of involvement included program/budget, financial operations/reporting and financial systems. Continually involved in the progress of the defense wide financial systems transition plans, Mr. Gibson also assisted in planning for department-wide audit readiness. He interacted with external parties such as the Government Accountability Office, Office of Management and Budget, DOD Inspector General and Congress. He developed a solid working knowledge of the department's acquisition policies and procedures, as well as the congressional authorization and appropriation processes. Between July 2006 and July 2007, Mr. Gibson also served as the acting Deputy Under Secretary of Defense for Financial Management. He was confirmed as the 20th Assistant Secretary of the Air Force for Financial Management and Comptroller on Dec. 19, 2007.
