Katherine Almquist -- United States Agency for International Development
Assistant Administrator for the Bureau of Africa

Prior to this position, Almquist served as the USAID/Sudan Mission Director from May 2006-2007, and reopened the mission after fourteen years of closure. As the largest USAID program in sub-Saharan Africa, the USAID/Sudan Mission provides extensive reconstruction and humanitarian assistance in the war-affected areas of Sudan, particularly the south, as well as massive humanitarian assistance to Darfur. In November 2005, Almquist was designated the United States Representative to the Assessment and Evaluation Commission. In this capacity, she represented the views of the U.S. government on the international commission mandated to oversee implementation of the Comprehensive Peace Agreement between the Government of Sudan and the Sudan People's Liberation Movement, which ended Africa's longest-running civil war in 2005. From May 2004 to May 2006, Almquist served as Deputy Assistant Administrator of USAID's Bureau for Africa, responsible for the offices of East African Affairs, Sudan Programs, and Development Planning. She provided guidance and oversight for USAID programs in 12 countries, as well as Bureau-wide strategic planning and budgeting. Previously, Almquist served as Special Assistant and Senior Policy Advisor to the USAID Administrator from 2001-2004. Before joining USAID in April 2001, Almquist served as Chief of Staff for the Massachusetts Turnpike Authority and Chief of Staff for the Executive Office for Administration and Finance of the Commonwealth of Massachusetts from 1999-2001. From 1992-1999, she worked for the international relief and development agency World Vision in both Washington, D.C. and Geneva, Switzerland. Her duties included being Chief of Staff to the Senior Vice President for World Vision U.S., Associate Director of Public Policy and Government Relations for World Vision U.S., and International Liaison Officer for World Vision International. She holds a Master of Arts degree in international relations with concentrations in African studies, conflict management, and international economics from the Johns Hopkins University Paul H. Nitze School of Advanced International Studies in Washington, D.C., and a Bachelor of Arts degree in international relations from Johns Hopkins University in Baltimore, Maryland.
