Roger R. Martella, Jr. is the Environmental Protection Agency's (EPA) General Counsel. On August 1, 2006, President George W. Bush nominated Roger to be General Counsel and the United States Senate confirmed Roger on March 30, 2007. The Office of General Counsel (OGC) is the chief legal advisor to EPA, providing support for Agency rules and policies, case-by-case decisions (such as permits and response actions), and legislation. OGC is comprised of nearly 350 attorneys in Washington and 10 regional offices.
Prior to joining EPA in the fall of 2005, Roger worked for the United States Justice Department, where he most recently served as the Principal Counsel for Complex Litigation in the Natural Resources Section. At the Justice Department, Roger was tasked with litigating and managing a docket of complex litigation in defense of key government decisions, regulations, and rules pertaining to environmental and natural resource protection and federal land management. Also at Justice, Roger served as one of the Environment and Natural Resource Division's principal proponents of environmental conflict resolution, and sought frequently to resolve environmental disputes through alternative means that resulted in the most favorable results for all interested stakeholders. Roger received the Justice Department's highest honors, including the John Marshall Award and the Assistant Attorney General Award for Excellence. In 2002, the Federal Bar Association awarded Roger its Younger Lawyer's Award for his work managing a docket of complex litigation.
Prior to joining the Justice Department in 1998, Roger worked for two years in the environment group at Sidley & Austin in Washington, D.C., where he practiced environmental litigation as an associate. Roger joined Sidley & Austin after clerking for the Hon. David M. Ebel on the U.S. Court of Appeals for the Tenth Circuit in Denver. Roger is a 1995 graduate of Vanderbilt Law School, where he was Editor in Chief of the Vanderbilt Law Review, and a 1992 graduate of Cornell University, where he concentrated on environmental science.
Roger lives in Warrenton, VA, with his wife Ann and their children, Eva Angelina (7), Santino (3), and Maria (born January, 2007). In Warrenton, a town of approximately 9,000 residents, Roger is one of two at-large representatives of the Warrenton Town Council. In 2006, the Fauquier County Board of Supervisors named Roger Citizen of the Year for service to the community, school, and church. Roger was born and raised in Norristown, Pennsylvania, where he grew up working in his family's Italian bakery. |
