OMB’s New Certification Requirements Improve Effectiveness
and Efficiency of the Federal Acquisition Workforce

Washington, DC — OMB’s Office of Federal Procurement Policy (OFPP) issued a memorandum today establishing common competencies and training requirements for employees who perform contract administration and technical functions.  These employees, often referred to as Contracting Officer Technical Representatives (COTR), support critical acquisition management activities. 

“The COTR is the Contracting Officer’s right hand resource for ensuring that contractors are meeting contract requirements in support of our mission objectives”, said OFPP Administrator, Paul Denett.  “The COTR is an essential part of the acquisition team and must be sufficiently trained,” said Administrator Denett.

This is the third certification program developed by OFPP to enhance the development of the civilian agency acquisition workforce.  The first two certification programs, the Federal Acquisition Certification in Contracting Program (FAC-C) and the Federal Acquisition Certification for Program and Project Managers (FAC-P/PM), established training and development requirements for Contracting Officers and Program and Project Managers respectively.
