Fiscal Year 2001 Inventory of Commercial Activities
This is
the Office of Management and Budget's (OMB) report detailing its management
of the performance of commercial activities reported in our FY 2000
Inventory of Commercial Activities.
OMB's
FY 2000 Inventory of Commercial Activities
OMB prepared
for its 2000 inventory of Commercial Activities in June 2000 by reviewing
all FTE/positions in the institution. Each position was reviewed to
determine whether it was inherently governmental or commercial. For
positions that were determined to be commercial activities, OMB verified
the FTE numbers and assigned the proper function and reason code.
The inventory
review determined that 11 positions in OMB (approximately 2 percent
of OMB's 518 FTE) were performing commercial activities. Those positions
were placed in the Reason Code B because they were considered activities
performed by Federal employees and are subject to the cost comparison
or direct conversion requirements of the Circular and its Supplement.
OMB approved
the inventory in July of 2000. OMB made its inventory available to the
public through its internet web site. A copy was also sent to Congress.
Challenge
No challenge
or appeal was received to OMB's FY 2000 FAIR Act inventory report.
FY
2001 Inventory Process
OMBs
FAIR Act inventory appears small for two reasons. First, OMB is a relatively
small agency providing staff support within the Executive Office of
the President. In most other agencies, positions responsible for internal
administrative support (e.g., information technology, mail delivery,
library services, support for supplies and building services) are typically
included on their FAIR Act inventories. Within the Executive Office
of the President, however, these internal administrative functions are
generally handled by the Office of Administration and are not available
to OMB to include as part of its inventory. And, the Office of Administration
has determined that they are exempt from reporting under the FAIR Act.
It is estimated that there are over 100 positions in the Office of Administration
that provide support to OMB which could potentially be included on a
FAIR Act inventory.
Second,
OMB has already contracted out a number of OMB-specific information
technology operations, and over 30 contractors now perform this function.
For example:
- OMB
contracts out ADP facilities operations for MAX through the Sungard
Data Center in New Jersey;
- Three
OMB servers are maintained by government and contractor staff in
the Executive Office of the President's Office of Administration;
- For
ADP application development, OMB utilizes three commercial contracts;
- OMB
contracts for internal PC deployment, technical advice and guidance,
specific IT projects, equipment repair and installation, and other
hardware and software support;
- OMB
contracts with GSA for the establishment and maintenance of its
regulatory tracking system as well as for technical advice and guidance
on record keeping systems.
Even so,
OMB is expanding its FAIR Act inventory. For FY 2001, OMB began
with the 11 positions on its FY 2000 FAIR Act inventory. OMB did a complete
review of its staff and expanded the FY 2001 list to include all internal
information technology related jobs. The FY 2001 list contains 19 positions
deemed commercial -- one (1) printing officer, one (1) motor vehicle
operator, seventeen (17) computer specialists/information management
specialists -- a total of 8 additional positions.
Agency
Review of Inventory
During
FY 2002, OMB will review whether it would be more economical to have
its commercial activities performed by commercial sources or other agencies.
