Dear Mr. Daniels:

In accordance with the FAIR Act, and Circular A-76, the Federal employee of the Christopher Columbus Fellowship Foundation is performing inherently governmental activities.

The Foundation was established by Congress to “encourage and support research, study and labor designed to produce new discoveries in all fields of endeavor for the benefit of mankind.” The Foundation fulfills this mandate by sponsoring the Frontiers of Discovery—Work in Progress and Discover the Future programs.

One Federal employee, myself, and an intermittent employee handle the functions of the Foundation. Pursuant to Public Law 102-381, “The Foundation shall be subject to the supervision and direction of the Board of Trustees.”
