Develops, coordinates and formulates legislative proposals and implements new legislation.  Serves as legal counsel to the Administrator for Federal Procurement Policy on matters related to acquisition legislation and regulation such as off-shoring, ethics, and financial management, labor, and Buy American and Trade Agreement Act issues. Serves as associate editor of the ABA’s Procurement Lawyer. Serves as liaison to the Office of the U.S. Trade Representative in developing international trade policy consistent with domestic procurement law.     

Office of the General Counsel, National Aeronautics &
Space Administration, (NASA) Washington, DC 1987 - 1991

Served as legal counsel to agency clients on matters related to government contracts; specifically, regulations, contractor indemnification, international trade matters and procurement ethics.  Received NASA Performance Award (1988 & 1989), NASA Outstanding Achievement Award (1990).

Office of the General Counsel, Department of the Navy 1985-1987
Served as legal counsel to agency clients on matter related to government contracts to include ship and shore and submarine communication equipment.  Received Navy Performance Award (1986).

Office of the General Counsel, Defense Logistics Agency (DLA) 1981-1985
Served as legal advisor to agency clients on matters related to government contracts and primarily the representation of DLA at the General Accounting Office on approximately 50 bid protests.
