On February 14, 2002, the United States Senate confirmed Nancy P. Dorn as the Deputy Director of the Office of Management and Budget. As Deputy Director, Ms. Dorn oversees the preparation, management and administration of the Federal budget and management initiatives across the Executive Branch.
Prior to joining OMB, Ms. Dorn served as Assistant to the Vice President for Legislative Affairs. As Vice President Cheney’s liaison to Congress, she was instrumental in pushing President Bush’s legislative agenda through Congress in 2001, including the President’s 2002 Budget, the historic tax cut, a bipartisan education bill and, following the events of September 11th, counter-terrorism and aviation security legislation.
Before joining the Bush Administration, Ms. Dorn was a Senior Policy Advisor to Speaker of the House Dennis Hastert, advising the Speaker and the Republican leadership on defense, intelligence, trade, and foreign policy matters.
From 1991 to 1992, Ms. Dorn served in the previous Bush Administration as Assistant Secretary of the Army for Civil Works. As the President’s appointee charged with management and policy direction of the Army Corps of Engineers, her responsibilities included the formulation and execution of the Corps’ $3.9 billion civil works budget and oversight of the Corps’ work in areas such as wetlands, endangered species, Superfund and nuclear waste remediation. She also served as the Army’s point of contact on the Panama Canal Commission.

In the private sector, Ms. Dorn was a Principal in the Washington, D.C. firm Hooper, Owen & Winburn from 1996 to 2000. At the firm, she provided government affairs services to corporate and non-profit entities.
Ms. Dorn earned her bachelor’s degree from Baylor University. She and her husband, James Whittinghill, reside in Arlington, Va. with their two children, Caroline and Patrick.
