Public Comment Regarding: SBA's Proposed Policy Directive Regarding SBIR Subcontracting with Government Laboratories

I think that this draft proposal is more likely to inhibit small businesses attaining SBIR contracts rather than ease the relationship between government and small business. What I'd rather see is that the small business itself declare in writing that there has been no coercion. Just having to fill out this form without having to get SBA authorizing the use of government labs is enough. Trust the small businesses to know when they
are being coerced.

The point you do not address is what if the government labs are attempting to coerce small businesses? Your present policy does not address this, it just makes life harder for small businesses.
