2. BILL TITLE: Making Continuing Appropriations

3. BILL PURPOSE: Provides FY2003 appropriations for continuing projects and activities of the Federal Government through Friday, October 2.

4. OMB ESTIMATE: P.L. 107-229 extends the Temporary Assistance for Needy Families (TANF) program and state-based abstinence education activities through December 31, 2002. The Act also extends the requirement that state Medicaid programs provide transitional medical assistance through the same date. The Act directs that these extensions be scored on the pay-as-you-go scorecard even though they are included in an appropriations Act. All components of TANF extended by this Act other than supplemental grants are already assumed to be extended in OMB’s baseline and thus do not increase net costs. The three month extension of TANF supplemental grants increases net costs by $96 million over the period covered by the pay-as-you-go scorecard. The extensions of state-based abstinence education activities and transitional medical assistance increase 2003 spending by $12 million and $88 million, respectively.

6. EXPLANATION OF DIFFERENCES BETWEEN OMB AND CBO ESTIMATES:

The difference between OMB and CBO scoring of the total costs of the Act are the result of different baseline assumptions. In addition, OMB assumes spending will occur at a faster pace.
