NOTE: The Emergency Response Fund was closed at the end of fiscal year 2007 and the remaining unobligated balance of $6 million was returned to the Treasury.
The fund received appropriations and transfer authority to allow the President to transfer the amounts to other accounts within the Federal government so that those accounts could, in turn, spend the appropriations in response to the terrorist attacks on September 11, 2001.
The Emergency Response Fund was closed pursuant to 31 USC 1555 because (1) the purposes for which the appropriation was made have been carried out, the transfer authority was deleted by law, and (2) no disbursements have been made from this fund for two consecutive fiscal years—2/25/08
