Dear Mr. President:

        The Balanced Budget and Emergency Deficit Control Act of 1985 (Section 251 (a) (7)), as amended by the Budget Enforcement Act of 1997, requires that OMB submit a report to Congress on appropriations legislation within seven days of enactment. Enclosed is the report for H.R. 4060, the Energy and Water Development Appropriations Act, FY 1999 (P.L. 105-245). This Act was signed by the President on October 7, 1998. Also enclosed are the reports for H.R. 4103, the Department of Defense Appropriations Act, FY 1999 (P.L. 105-262) which was signed by the President on October 17, 1998; H.R. 4112, Legislative Branch Appropriations Act, FY 1999 (P.L. 105-275) which was signed by the President on October 21, 1998; and H.R. 4194, the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, FY 1999 (P.L. 105-276) which was signed by the President on October 21, 1998.
