Don has worked at OIRA nearly from its inception. He joined OIRA
in 1981 and,
over the next several years served as a Desk Officer and then as Deputy
Branch Chief for the Commerce and Lands Branch, covering a variety of
agencies including DOT, EPA, DOI, USDA, SBA, and DOC. He
worked closely with OIRA's Administrators and Deputy Administrators during
the Reagan, Bush, and Clinton Administrations on broad regulatory
and information issues, including the many controversies surrounding
regulatory review. Don became OIRA's Deputy Administrator in 1996,
serving as Acting Administrator for 18 months
in 1998 and 1999 and during the transition between the Clinton and Bush
Administrations. He
is now serving as Deputy Administrator and Acting Administrator.
Prior to joining OMB, Don worked at the National Transportation Safety
Board. Before that, in what turned out to be a singularly
ill-timed career move, he was a professor at
a university in Iran, setting up an American Studies program in 1977
and 1978. Don has a BA from Harvard and a Ph.D. from the University
of Pennsylvania. He lives in Alexandria with his wife and son;
his two older children and spouses live in Cambridge, Massachusetts and
Norman, Oklahoma.
