Training on the Program Assessment Rating Tool (PART)

In support of the President's Budget and Performance Integration Initiative, OMB and agencies are working to improve the program effectiveness rating process to help inform FY 2004 Budget decisions. To this end OMB, with advice from agencies and experts in the field of performance measurement, developed the program assessment rating tool (PART). The PART is a diagnostic tool that examines different aspects of program performance to identify the strengths and weaknesses of a given program. It consists of questions designed to provide a systematic, transparent, and robust way of assessing program effectiveness so as to make more informed managerial and budget recommendations.

With the ultimate goal of assessing all programs using the PART, agencies and OMB will assess roughly 20 percent of all Federal programs for the FY 2004 Budget. Over the next couple of months, OMB will be working with agencies to complete the program ratings. To help OMB and agency staff become familiar with the tool, and to help ensure the consistent application of the evaluation criteria, OMB's Performance Evaluation Team will be conducting training on completing the PART.

Training sessions will be held on the following days from 9:00 am - 12:00 noon in the Truman Room of the White House Conference Center, 726 Jackson Place, Washington, DC: Friday, July 19, 2002
